For a clinic, pharmacy or polyclinic, the contract with a health insurer is what keeps the doors open. Under Slovak law, payments from health insurers are public funds, so an insurer must not contract with a provider that is not entered in the Register of Public Sector Partners. This covers a general practitioner and a hospital network alike, a dental practice as much as a home nursing agency.
For a new practice we handle registration alongside the other steps, such as the licence from the regional authority and registration with the National Health Information Centre (NCZI), so that insurer contracts are not held up. For clinic networks owned through a holding, we trace the beneficial owner to the top, even where a foreign investment fund stands behind it. After registration we keep watch on the annual verification.
Act No. 315/2016 treats payments from Slovak health insurers as public funds. An insurer must not conclude a contract with a provider who is not registered.
The licence to provide healthcare from the region or the ministry and the RPVS entry are two separate obligations. Neither replaces the other.
When a doctor moves the practice from sole trader to an s.r.o., a new public sector partner is created. The sole trader entry does not transfer; the s.r.o. needs its own.
